Samuel Koto was born in Padang Panjang, July 5, 1956. He was an Indonesian politician and had been a member of the DPR-RI period 1999-2004 from PAN (Partai Amanat Nasional) and served as deputy chairman of the Reform Faction in the DPR. He is also one of the administrators in DPP PAN since the beginning of the party was founded.

In 2006, the man graduated from the Faculty of Fisheries Institut Pertanian Bogor moved to Hanura Party and later became one of the Chairman of the Central Board of Management in Hanura Party.
